In Israel there is a special prison for dogs. Both purebred and stray dogs end up behind bars - everyone who broke the law was tried and found guilty.

Some dogs are corrected in 10 days, while others remain in government homes for life. In captivity, four-legged animals are always happy to see their owners, who bring them parcels - tasty meat and bones.

Malicious hooligans who are smaller in size have a chance of going free, as they say, with clear conscience. With fighting breeds everything is much more complicated. This is not the first time that Tom the pit bull has been in prison. An experienced repeat offender. The last arrest was back in October. - The cynological center of the Rezekne State Pedagogical College is the only one of its kind in Latvia, where dog handlers and service dogs are trained. Initially, the center was created for the border service, at the moment we cooperate with other law enforcement agencies in Latvia, train their dog handlers, and provide basic theoretical training. There are institutions that send their dog handlers to us for specialized training, for example, we conduct advanced training courses for dog handlers from the National Armed Forces in the specialization “search for explosives.” The training of dogs depends on the purpose for which they will be used.

Are there all-round dogs?
- In principle, it is possible to train such a dog, but we practice narrow specialization of training, since the result will be much better. Each service dog has its own specific specialization. One dog is trained to search for a person by smell - looking for a trace, the person himself or objects that the person has lost or hidden. The second specialization is the search for the smell of narcotic substances, the third is the search for the smell of explosives and everything connected with them (explosives, weapons, ammunition, etc.). There is a separate specialization of dogs trained to apprehend offenders. There are services that require dogs trained in the specializations of “searching for tobacco and tobacco products", "search for banknotes". Working dogs are trained to smell certain smells.
- Mostly in the center there are German and Belgian shepherds, what is the advantage of these breeds?
- Historically, the German Shepherd is an excellent service dog, which has been used for more than 100 years in public services and institutions in many countries. The advantages of this breed are that they are easy to train, hardy, which is important during long patrols or bad weather conditions (cold and hot), and resistant to stress. It's pretty large dogs, which allows them to be used to protect the dog handler himself, because a small dog trained to search for drugs does not produce the desired psychological effect on the offender, unlike a large one. It is more convenient to use a German Shepherd on the “green” border during long-term patrols, to follow the scent. The Belgian Shepherd has fewer health problems and is more active.
- What is the work of a nursery?
- Puppies are raised in the nursery, there are breeding bitches that are used to renew the gene pool of the breed, maternity ward, « kindergarten"for puppies. If necessary, a veterinarian arrives.

- Considerable amounts of money are spent on training and maintaining service dogs; they are allocated approximately 2.5 euros per day for food, necessary equipment (leashes, motivational items, everything necessary for training), and veterinary care if necessary.
- What economic effect do service dogs bring?
- If a dog finds, for example, a lost child or an old person, how can you determine how much it is worth? I think if a dog helps find at least one person in its entire life, it will already pay for itself. If the dog finds drugs, he breaks the criminal chain of their distribution, thereby saving the life of a person who could have been hooked on them. And cigarette smuggling is a crime directly related to the country’s economy and non-payment of taxes. Every year, with the help of sniffer dogs, several million cigarettes are found and seized from illegal circulation, which is tens of thousands of euros that could have gone past the state treasury.
- Have there been any heroic dogs during your practice?
- I can’t definitely say that a particular dog is a hero, since dogs and dog handlers are very different. There are dog handlers who have never done anything heroic with their dogs during their entire service; they honestly performed their duty, put their souls into their work, and such people also deserve gratitude and praise. It happens that a dog handler works with a dog in a place where nothing happens. But maybe it’s precisely because he and the dog are there that it’s quiet and peaceful there? Offenders know this and are afraid! Sometimes a hero becomes a person who is simply lucky, he was in the right place at the right time and received a medal.

- On average, we train 200 dog handlers and the same number of dogs per year.
- Does a dog handler select a dog to suit his character? And is it necessary to take into account the animal’s temperament in order to create a friendly tandem?
- If possible, we take it into account, but since we are in a service where there are puppies and dog handlers, this happens quite rarely. Sometimes during the training process there is no mutual understanding between the dog handler and the dog; this happens when the dog handler does not have enough experience with a strong dog, which is both easy and difficult to work with. It’s difficult because it can subjugate a person. An experienced dog handler with strong dog It’s easier to work and easier to achieve quality results.
- How do you become dog handlers in the border service?
- You need to complete one year of study at our college and become a border guard, and then write a statement about your desire to serve as a dog handler. Then, within five weeks, the border guard undergoes training, receives basic training as a dog handler, a puppy, and begins training with him. Training from the moment you receive a puppy until you can go to the border with it takes approximately 2 years. For example, the customs service buys adult one-year-old dogs that have completed basic training, then this process takes less time. You can’t take a dog that’s been chained for a year and start working with it, nothing will work. Therefore, dog training is expensive, since a large amount of money and human effort is invested in it.
- How many dog ​​handlers work at the center?
- At the moment there are 12 dog handlers, 7 of them are engaged in training, 3 are engaged in breeding work. As necessary, they take part in operational activities and cooperate in the field of law enforcement with other law enforcement agencies when enhanced security is needed at the border. Each instructor of the center works with his own dog, it is also used in breeding work, the second task is that the instructors study on these dogs, they need to prepare it for a certain specialization and pass exams.
Service dogs retire at the age of 8-10 years. The dog is considered the property of the state, and the dog handler cannot just take it for himself; there is a certain procedure for this.

An almost fantastic fact is known that took place in the Far East.

A group of saboteurs, having stumbled upon a detachment of border guards, scattered in the evening in a swampy ravine overgrown with dense bushes. They cordoned off the ravine and decided to wait until the morning. But the dog breeder, with the permission of his superiors, allowed his dog to search. During the night, the dog brought 15 intruders out of the bushes. All of them had mutilated hands.

The dog crawled up to the person, rushed, bit the hand with the weapon, if resistance continued, he chewed the other one, and clearly showed where to go. In essence, he drove the bandit, drove him to the border guards, just as his wild ancestors drove an elk or a bison.

It is generally unpleasant to write about the use of dogs in the NKVD. Although the border troops were also in the department of the People's Commissariat of Internal Affairs and everything related to working with dogs was correct. In the first years of the war, the activities of dog breeders were partially controlled by SMER-Shem. This forced the dogs to be cooked hastily and roughly. Demolition dogs, for example, blew up a tank and died. They were simply taught to eat only under the tank: first when the engine was not working, then with the engine on, then under a car crawling at low speed. When the dog ran up to him from the front, the tank stopped and he was given a bowl of food.

For some reason, such a simple truth that a dog can drop explosives with a minute deceleration of the detonator did not occur to the instructors.

Now schoolchildren engaged in training are demonstrating this technique. The dog runs up to the model of the tank, pulls the strap hanging from a small backpack attached to his back, throws off this backpack and rushes as fast as he can to the owner for a treat.

During the war, dogs served as signalmen, sappers, and orderlies. Their role was quite high; the statistics of the mines neutralized with their help are staggering.

About the use of dogs in our army during the Great Patriotic War a lot has been written. There is, in essence, almost nothing to talk about “camp” dogs. Their training was not original; the ability to bait dogs on living people was used by the NKVD officers long before the Nazis.

Dogs guarding prisoners are always focused on one smell. Any prisoner in any camp has a specific smell.

As already noted, a dog receives 75% of information through the nose, thanks to its unique sense of smell. And only this information she truly trusts.

Let's do a little experiment: blindfold the dog, send a friend with a tape recorder on which your voice and your commands are recorded. The dog will sniff and will not obey, instantly “figuring out” the stranger.

Before the war in England, the need arose to eliminate a high-ranking German diplomat. The British had no evidence that he was a scout, spoil international relations I didn't want to. And then scientists came to the rescue.

They developed a composition that temporarily changed the smell of human sweat and skin. In the store, having created an artificial crowd, the German was given an instant injection of this composition in the buttock.

Naturally, the German immediately rushed to the embassy, ​​where he was thoroughly examined and various tests, but no poison was found. A German lived in a separate cottage, and he had a superbly trained, ferocious shepherd dog - his first friend. When he returned home, the dog killed him.

People living crowded in barracks and cells, eating the same food, wearing the same clothes, have a specific smell. The smell of a prisoner stands out sharply from all the others. Any person entering the zone for the first time feels this peculiar smell of prison.

Guarding the camps means, first of all, sniffing out all the cargo being taken out of the zone. Here dogs are irreplaceable. In trucks, railway cars, containers, among sawdust, metal, and various products, the dog will unmistakably find a prisoner. Many attempts to escape can be prevented thanks to dogs.

But when it comes to “sampling,” that is, searching for a specific person among other people by the smell of his belongings, dogs in the zone often fail. The “smell of the crowd,” the area they are primarily focused on, prevents them from identifying the smell of a specific person.

Interpol dog handlers have long had dogs that work with a so-called “smell enhancer.” This substance contains many components, among them the secretions of a female dog in heat. The dogs belonging to the NKVD that escorted the prisoners were practically devoid of restraining reflexes. They literally hung on leashes, burning with one passion: to tear the prisoner into pieces. In the books written by Gulag prisoners, I never came across details related to dogs. And I first learned that in the northern zones dogs were fed human flesh from a drunken pensioner, in whose room there were portraits of Stalin and Beria.

The head of a small concentration camp in the Baltic States, Herr Wolf Staunberg, took his well-groomed Great Dane to the parade ground every morning. The dog himself chose a prisoner in the ranks, bit him to death and eagerly ate the soft parts for lunch. After the liberation of the camp, the prisoners crucified the dog, abandoned by its hastily retreating owner, on a wooden fence, unwittingly “glorifying” this sad fact.

While defending the honor of dogs, I want to add a small digression to this story. In a similar situation, exactly the same Great Dane, only in a different camp, crippled his fascist owner.

This was during the period of retreat. A carriage with Russian children en route to Germany was broken down, and the children spent the night in a concentration camp. In the morning they were built separately. The owner decided to pamper the dog-eater and brought him to the little girl. I vividly imagine this picture. A Great Dane, looking down at an emaciated child who has not yet learned to be afraid of dogs and therefore trustingly reaches out to the huge mouth with his little hand, the dog turns to the owner, a short questioning look, the command of the irritated owner “face” - and a throw to the throat, tightened with a high collar of a uniform with swastika emblem.

I assure you - there can be hundreds of options for illegal actions, in terms of time, number of participants, tools, weapons, vehicles, etc. Not a single instructor, not a single service dog will not be able to prepare for optimal counteraction in an unpredictable situation. Therefore, you need to decide - What is security with a dog?

Russian legislation does not provide for protection, defense, and even more so an attack on another person (even for the purposes of security or self-defense) with the help of a dog. Therefore, the use and even training of a dog for these purposes by a private person is illegal. If your dog bites a person who you think is a criminal, this will be causing bodily harm to the person. You will be held accountable for this in court. Most likely, the bitten person will not have time to steal anything or injure anyone and will claim that he came in to ask for a drink of water or was “looking for the entrance to the library.” And if it turns out that you specifically trained the dog to attack a person, then this will be an aggravating circumstance and the application of a more serious article - Deliberate, intentional harm to human health! And this is clearly a criminal matter. And you will not be the victim, but the accused. And as long as the litigation continues, your territory and your family will be vulnerable.

The Weapons Law stipulates how and when a person can use them for self-defense. The use of dogs for security and defense is not provided for by law at all.

Therefore, before buying a puppy, you still need to think carefully - as an adult, what will he do?

1. A guard dog is first and foremost security alarm. The peculiarities of the guard dog's sense organs, the peculiarities of its physiology and psyche allow it to be at work 24 hours a day, in any weather, throughout its life. Not in an enclosure at all! And in a protected area. Even if it’s on a chain or, better yet, on a block. A guard dog must have a spectrum sound signals, levels, types of barking, with the help of which she notifies the owner about what is happening in the territory. To choose the degree of response, the dog must recognize the situation and adequately identify it. The level of these signals must be clear to the owner and prompt him to react to these signals. Just look out the window, make sure that a cyclist is passing by, calmly go out to the gate to meet friends, or put all the necessary means on alert if there are any fears of increased danger. Unreasonable barking and inadequate response to surrounding events and phenomena disorient the owner, reduce his vigilance and ultimately can be used by intruders.

Oddly enough, not only the big Caucasian and Central Asian shepherd dogs, but also Spitz dogs, even the smallest of them - the Pomeranian miniature spitz, do an excellent job of this security function. And no wonder. After all, they are also guard dogs!

2. A guard dog, with its appearance, its barking, its behavior, prevents intruders from entering the territory. She meets people who have reason to come into contact with the owner, all strangers, friends, people who come on business and other visitors at the border of the territory (at the gate, at the gate...) and warns the owner. Gives him the opportunity to prepare for the meeting of “guests”. It prevents unexpected and unprepared meetings at the doorstep, in the house or around the corner (with a crowbar on the head). 3. If illegal actions occur on the territory, an encroachment on the owner’s property, his family and himself, the guard dog distracts, attracts the attention of intruders, takes the blow, thereby giving the owner the opportunity to take legal countermeasures - use self-defense weapons (get it out of the safe, charge it, make it ready for use), use means of communication (call the police or reinforcements), use means of recording (video recorders, cameras, cameras, voice recorders...). If it is necessary to use a weapon of self-defense, the dog makes it possible to “decompose” the targets, allows the owner to use several types of weapons, operate them depending on the situation, reload them, and will not allow attackers to take the weapon away from the owner.

A guard dog should not detain anyone. This cannot and should not be done by a person, the owner of a dog. Only authorized special bodies and their representatives have the right to do this.

But a dog can (and this is natural) bite vulnerable parts of the body (tendons, wrists, legs, buttocks...) of an attacker, causing damage to him, reducing his combat effectiveness and aggressive activity. At the same time, it must maintain its combat effectiveness and track all possible opponents. Recoiling after inflicting bites is not a manifestation of the cowardice of a guard dog, but is self-preservation, preparation for a new attack.

This is precisely the main task of a guard dog.
