Since 2016, financial assistance has been distributed quarterly. All students who apply for payments must submit an application and a set of documents to the Department of Youth Affairs and Educational Work.

In 2015, the total amount of financial assistance and social scholarships paid to students of the Russian New University (RosNOU) amounted to more than 4 million rubles.

Natalya Vladimirovna, who can apply for financial assistance?

Only students studying on a budget and full-time can receive financial assistance from funds allocated by the state. Distribution of financial assistance occurs throughout the year, but a student can apply for it no more than twice a calendar year (except in special cases).

At RosNOU, financial assistance is received by students from low-income, single-parent and large families, orphans, disabled people, students brought up in families affected by the impact of the Chernobyl nuclear power plant disaster, students who were treated in sanatoriums, students who got married (if from the date of marriage registration no more than three months have passed), and so on - there are quite a lot of categories.

In addition, nonresident students registered in settlements located more than 1000 kilometers from Moscow can apply for compensation for the cost of travel home (on vacations and holidays).

How is financial assistance distributed?

The RosNOU Student Council makes a decision on the distribution of funds and submits it to a meeting of the university scholarship commission, whose minutes are the basis for issuing an order to provide social support to students. The commission currently includes employees of the Department of Youth Affairs and Educational Work and eight representatives of the university’s student activists.



Can paying students apply for financial aid?

Yes, they can also apply for financial support, but for such applications the procedure is fundamentally different - they are reviewed personally by the rector. If the request is granted, the payment is made from extra-budgetary funds of RosNOU. As a rule, this happens when any emergency occurs.

What is the amount of financial assistance payment?

There is no standard amount that is paid to everyone. The size of the payment depends on the reason for which financial assistance is awarded. The maximum amount of a lump sum payment in 2015 was 50,000 rubles: it was assigned to a student who became an orphan and took custody of her minor brother.

What documents must be provided to receive financial assistance?

First of all, this is a certificate of family composition. The rest of the set of documents will depend on the reason why the student requires financial assistance.

Due to various life reasons, each person can find himself in an unfavorable financial situation. There are several options for getting out of difficult circumstances. One of the most accessible is a request for financial assistance from the employer.

True, it should be noted that in financial matters, the management of enterprises meets their subordinates halfway only when their requests have a serious justification or, more simply put, good reasons.

It is important to remember that providing financial assistance is not the responsibility of the employer, but solely a manifestation of his goodwill. Quite often, employers set a certain limit on the provision of financial assistance, both in terms of the funds issued and in terms of its frequency.

How to write an application for financial assistance

There is no single standard form for writing this statement, so each person can write it in free form. True, large enterprises that independently develop their own forms of documents most often have their own unified form for providing financial assistance. The main thing when filling out an application is to honestly state the problem, choose the right wording and provide the employer with an evidence base. This means that when writing out financial assistance for yourself, it is advisable to attach certificates and other documents confirming its need to the corresponding application.

As a rule, employers react positively to such a request if it is caused by an upcoming marriage, the birth of a child, a serious illness, the loss of a loved one, an accident, etc. An important role is played by how productively and responsibly the employee works (disciplinary sanctions, reprimands and other previously shown negative reactions from management will be a minus when making a decision).

In any case, the final decision on this issue falls on the head of the enterprise, who, based on his life experience and the financial capabilities of the company, will assess the degree of importance of the situation, as well as options for solving it in other ways.

Instructions for writing an application

In order for an application for financial assistance to be considered by the employer, it must be completed properly.

  • In the upper right part of the document, you must indicate in the genitive case the position of the manager (director, general director, etc.), the full name of the company (indicating its legal status), as well as the last name, first name, and patronymic of the manager (the first and middle names can be put in in the form of initials).
  • Then the same is indicated from the applicant.
  • Then in the middle of the document the word “Statement” is written and a dot is placed.

The main part of the application for financial assistance

The second part of the statement includes its actual text.
This describes the request, which should begin with the wording: “I ask you to provide me with financial assistance”. Then you need to clearly indicate the reason why such a need arose, but this must be done succinctly and clearly - in one or two sentences (for example, in connection with the upcoming wedding on September 14, 2016). And after this, you need to enter the amount that you would like to receive in the form of financial assistance (in numbers and in words).

After writing the text of the application, the document must be certified with a signature (with a transcript), as well as the date of its completion.

After the application is completed, it must be given either to the secretary of the organization, or to the human resources department, or to the accounting department, along with all the papers confirming the request for financial support. The responsible persons will submit it for consideration to the director of the company, and if the decision is positive, he will put his resolution and signature on the petition. If the employer decides to pay out the amount in full, then on the application he will write something like: “give out in full,” but if it is decided to help partially, then in his resolution he will clearly indicate the amount that the applicant will receive.

Then the document goes to the personnel department, where an order for the issuance of financial assistance is written, which is also then signed by the head of the organization, and finally, the applicant, after all these stages, can receive the amount authorized for issue at the cash desk.

It is important to note one point: material assistance to an employee of an organization from management is a gratuitous act, that is, it does not imply any further compensation or compensation or deduction from the employee’s salary.

It is also not subject to accounting when calculating personal income tax (but only if its amount is within the limits permitted by the law of the Russian Federation - for a given year it is 4,000 rubles, everything above this amount is already taken into account for taxation).

The grief that comes to a family not only has an emotional impact on all relatives, but also, as a rule, makes a significant hole in the budget. The employer, taking care of the staff, can help the bereaved employee a little financially. In this case, the funds are paid from the organization’s profit fund; these expenses have tax benefits.

To do this, the organization’s local regulations must stipulate this possibility and its regulations. For this purpose, a special Regulation may be created or the relevant information should be contained in the employment contract or collective agreement. Usually, not only the employee who has lost a loved one has the right to such a payment, but also, conversely, his relatives if the employee himself has died.

The first document required for the accrual of this type of financial assistance is the employee’s request, drawn up in the form of an application. In addition to the request for one-time financial support, the text must indicate:

  • Full name of the manager (general director);
  • all employee data (position and full name);
  • degree of relationship with the deceased (close relatives in connection with whose death financial assistance is provided are brothers and sisters, children or parents of the employee);
  • you can indicate the amount that the employer is asking for (it cannot be more than two months’ salary);
  • a list of documents confirming relationship and death attached to the application;
  • date, painting with transcript.

ATTENTION! It does not matter whether the amount of assistance is indicated in the application; in any case, the manager enters it into the Order, on the basis of which it will be calculated.

Financial assistance paid in connection with vacation can be called differently in local regulations: vacation pay, allowance, vacation bonus, “health benefits,” etc. Its essence in tax terms depends on how exactly the employer formalizes this one-time payment - as social or labor.

Most often, such a payment is considered simply as financial assistance, the amount of which is fixed for all employees, no matter how qualified they are and how well they worked during the pre-vacation period.

But it is also possible to “link” the amount of vacation assistance and its very fact to the results of performing the labor function. In this case, the procedure for calculating the size should be clearly stated in special local acts. As a rule, this is a percentage of the salary that is paid in the absence of disciplinary complaints.

If all employees are required to receive vacation payments, each of them does not have to write a statement, but this practice is usually accepted in companies for confirmation in the accounting department. An employer who values ​​his employees, of his own free will or at their request, can help them financially if they need funds for treatment or surgery.

The law of the Russian Federation does not limit the amount of compensation for funds spent on treatment; the only limit is related to the amount not subject to taxes and contributions to social funds - the amount of such assistance should not exceed 4,000 rubles. per year for 1 person.   • When an employee of an organization is seriously ill;
  • When an employee has a difficult financial situation in the family;

Most organizations do not refuse to provide financial assistance to their employees, employees on a well-deserved pension, and sometimes to members of their families. These are mainly budgetary enterprises and organizations, as well as large companies with sufficient profits.

Small private companies and individual entrepreneurs may not stipulate this in the contract and refuse to provide assistance.

To receive financial assistance, you must correctly collect and complete the necessary documents. The set of documents will depend on the case for which assistance is provided. Now let's look at each case separately.

The arrival of a new family member or marriage

Having children for every family is always a joyful, but costly affair. A new family member requires not only a lot of time and attention, but also a significant portion of the family budget. And sometimes these funds are a little lacking, especially if the family has many children.

First, let’s figure out who is included in the concept of “close relative.” According to family law, these are relatives in the direct family line. That is, grandparents, parents, brothers and sisters, as well as sons and grandchildren.

To receive such financial assistance, you must collect and bring the following documents to the HR department:

  1. A document confirming the death of one of the relatives;
  2. Confirmation of close relationship with the deceased;
  3. Statement.

When an employee is seriously ill

When an employee or his relatives become seriously ill and require expensive treatment or surgery (excluding HIV diseases (except AIDS), abortions and non-vital operations), then you can turn to your manager for financial assistance.

Remember that personal income tax is not charged only on amounts less than four thousand rubles; if the assistance is a larger amount, you will have to pay tax.

Another case in which you can seek help from management is an emergency situation that occurs as a result of human activity. This includes theft and arson.

Payment for vacation

Many large organizations provide various incentives for employees who have an impressive work history at a given enterprise or employees who have particularly distinguished themselves by their successes. One type of such incentive is a lump sum payment for vacation or vacation.

An employee injured during work

The legislation of the Russian Federation obliges the employer to transfer insurance contributions to the Social Insurance Fund of the Russian Federation for compulsory insurance of an employee against accidents in the workplace. This guarantees the payment of certain funds to the employee if he undermined his health at work. But here we are talking about accidents that entail injuries that completely or partially deprive people of their ability to work, including death at work. And smaller injuries are not paid from the social insurance fund.

The law of the Russian Federation does not oblige managers to pay financial assistance; the amount and amount are not prescribed anywhere; it depends on the specific situation in which the person finds himself. Therefore, all of the above types of financial assistance are paid at the discretion of management.

If you expect to receive financial assistance in unforeseen life situations, then when applying for a job and signing an employment contract, you need to pay special attention to the clauses that talk about this. A conscientious employer who cares about his employees has this clause in every staff unit, from the cleaning worker to the deputy manager. However, small organizations and private entrepreneurs are unlikely to prescribe a clause on the provision of financial assistance.

The grounds for providing financial support are established in accordance with the Regulations on scholarship provision for Moscow State University, taking into account the opinion of the student council of students, representative bodies of students, the trade union and student organization of the faculty upon the proposal of the scholarship commission of the Faculty of Law.

Please read the following information carefully.


Low-income and high-need students, students on a budget basis,

  • orphans and children left without parental care;
  • disabled students (attach a copy of the disability certificate to the application);
  • student participants and disabled people, combat veterans ;
  • students exposed to radiation due to the Chernobyl disaster (attach to the application copies of relevant documents - certificates, certificates);
  • from families with income below the subsistence level established by the legislation of the Russian Federation (attach a copy of a valid certificate of residence to the application);
  • students with retired or disabled parents (attach to the application copies of relevant documents - IDs, certificates, student’s birth certificate);
  • students without parents (i.e. the student's mother is a single mother or one of the student's parents is deceased) (attach to the application copies of relevant documents - certificates, birth certificates of the student, death certificates of one of the parents);
  • students from single-parent families (i.e. parents are divorced) (attach to the application copies of relevant documents - student’s birth certificate, divorce certificate, certificate of income from permanent place of residence, certificate of family composition);
  • students from large families (attach copies of relevant documents to the application - identity cards, birth certificates);
  • donor students ( attach a certificate of donation to the application);
  • needy students who do not receive either an academic or social scholarship and have the right to live in a dormitory
    or
    needy students who do not receive either an academic or social scholarship and who, based on the results of the last examination session, have either one failure, or one “unsatisfactory” grade, or one “satisfactory” grade (indicate this reason in detail in the application);

or b ) in the presence of the following circumstances:

  • birth of a child (if both parents are students) (attach copies of relevant documents to the application - birth certificates);
  • death of a close relative (attach copies of relevant documents to the application - student’s birth certificate, death certificate of a close relative);
  • special need for treatment and restoration of health due to a serious illness or accident (attach to the application copies of relevant documents - certificates, cash receipts, sales receipts);
  • marriage (if both spouses are students) (attach copies of relevant documents to the application - marriage certificates)

can submit to cab. 409 B Ekaterina Valerievna Norina (or in room 432 A) motivated(i.e. indicating the basis from the list above) application on a special form(see attached) with a request for financial assistance.

  • Statement there must be written without blots(corrections, strikethroughs).
  • Statements accepted from the 16th to the 30th of each month from 10.30 to 14.30.
  • Financial assistance paid in the month that should by month of filing statements. For example, if documents are submitted in September, then financial assistance will be accrued in October.
  • Statement served for every month, in which the student requires financial assistance.
  • Supporting documents attached to the application once. If a student has attached supporting documents to the first application, then they do not need to be attached again to each subsequent application. Supporting documents are submitted again in case of their changes , for example, when replacing a passport, changing income, etc.
  • If a student several reasons to provide him with financial assistance, then for each reason a separate statement and supporting documents.

Students' requests for financial assistance are immediately considered by the faculty scholarship committee.
