United Russia representative Andrei Palkin, who earned 678 million 472 thousand rubles, became the leader in terms of income among members of the lower house of parliament in 2016. United Russia Nikolay Bortsov with 604 million 707 thousand rubles. takes second place. State Duma Chairman Vyacheslav Volodin received 62 million 129 thousand rubles in 2016, which is almost 25 million less than in 2015, when he served as the first deputy head of the Presidential Administration of the Russian Federation.

Deputies after the elections

The State Duma of the seventh convocation was elected on September 18, 2016 for a period of five years: half of the deputies - 225 people - on party lists, the other half - in single-mandate constituencies. As a result of the distribution of seats, "United Russia" received 343 mandates, securing a constitutional majority, the Communist Party of the Russian Federation - 42, the LDPR - 39, "Fair Russia" - 23 mandates. Two seats went to Civic Platform and Motherland representatives Rifat Shaikhutdinov and Aleksey Zhuravlev, who refused to join deputy associations and remained independent parliamentarians. Self-nominated Vladislav Reznik chose to join the United Russia faction, of which he was a member in the sixth convocation of the State Duma.

450 deputies were elected to the lower chamber. However, by the beginning of the work of the State Duma on October 5, 2017, the number of parliamentarians had decreased to 449, since the speaker of the previous convocation, Sergei Naryshkin (United Russia), elected from the Kingisepp single-mandate constituency No. 112 of the Leningrad Region, headed the Foreign Intelligence Service of the Russian Federation. The composition of the Duma was updated by 48.55%: out of 449 deputies, 231 people worked in the sixth composition of the chamber, the rest were newcomers (206) and members of previous convocations of the State Duma (12 people).

Legislative basis for declaring income

For the first time, the requirement to provide information about income and property in relation to civil servants in Russia was introduced in 1995, but then all this information received the status of an official secret and was not published. The presidential decree on the procedure for posting information on the income and property of civil servants and members of their families on the official websites of government bodies and in the media was signed in 2009. Information on the property status and income of government officials, members of their families, State Duma deputies and members of the Federation Council is submitted to the tax authorities and published on official Internet portals.

Election declarations

The total income of elected deputies exceeded 9 billion 200 million rubles. More than 76% of this amount (or about 7 billion) was provided by 17 parliamentarians, whose annual earnings exceeded 100 million rubles. Among them, 13 are from United Russia, one each from the Communist Party of the Russian Federation and the Liberal Democratic Party, two from Just Russia. Eight more deputies (six from United Russia, one from the Liberal Democratic Party and one self-nominee) declared incomes ranging from 50 million to 100 million rubles. According to the Russian version of Forbs magazine, Simanovsky - the owner of a 1.6% stake in Novatek - is one of the hundred richest businessmen in Russia (87th place in 2016), the magazine estimated his fortune at $ 950 million.

The third place belongs to Nikolai Bortsov, the former owner of OAO Lebedyansky (144th place in the Forbs rating, $550 million), elected from the Lipetsk single-mandate constituency. At the end of 2015, the parliamentarian declared 799 million 140 thousand rubles, he did not indicate information about his wife. At the same time, Bortsov became the record holder among deputies in terms of the total size of bank accounts - 9 billion 606 million 892 thousand rubles. Income of spouses of deputies

Among the wives and husbands of parliamentarians, the first place belonged to the wife of the deputy of the last convocation Valery Hartung ("Fair Russia"). State Duma website posted income and property declarations of deputies for 2016. From the meager data that annually become public, it follows that the deputies get divorced, leave their wealth to their ex-wives and children, and themselves live on copper money. The number of single people in parliament, as well as the number of families who have not declared a single property (such as “necessarily erratic”), continues to grow.

Adapt to the requirements of the law.

In September 2016, parliamentary elections were held, and almost half of the deputies were renewed. Since information on monetary income was submitted for the entire year, and the majority of the newly elected received a deputy salary of approximately 360 thousand rubles for only 4 months, the spread in prosperity turned out to be more significant than we observed earlier. The “poorest” deputy, who received a mandate only on March 1, 2017 to replace a colleague on the party list who left the Duma, is a former well-known professional boxer from the Krasnodar Territory Dmitry Pirog (“ER”): in 2016 he received 147 thousand 194 rubles 42 kopecks . His wife and young child had no income at all.

Pirog has two apartments, a plot of land for individual housing construction and two cars (Audi A8 D4 Long FL 4.0 TFSI and Audi A8L). How can you, having a little more than 12 thousand rubles a month for three, pay taxes (on real estate, land and transport) and at the same time pay utility bills and eat? But the fact is that people's deputies declare only officially received income from which taxes are paid, besides, only the income of the deputy himself, his wife (spouse) and minor children is declared, and sometimes there are mothers, fathers, brothers, sisters , grandparents, and the scale of family accounting, as well as its mechanisms, is hidden from the general public ...

The well-known deputy Yarovaya also does not declare anything. It's like she has nothing. She lives in her daughter's house. Divorced twice. Unhappy lonely woman. Lives on a salary.

Deputy Andrei Palkin. Bankrupt.

At the other extreme is the richest deputy Andrei Palkin (ER), who declared 678 million rubles of income. This single-mandate member from the Arkhangelsk region is a newcomer to the State Duma. He was in construction. Mr. Palkin became famous for the fact that some time ago he decided to declare himself bankrupt: he explained to journalists that in fact he was not bankrupt at all - there was simply no other legal way to solve problems with the tax that arose in the process of re-registering a business for children ...

Every time when the conversation comes about registered plots, houses, apartments and cars, we have to remind: although the deputies submit full information on them, it is brought to the public in a truncated form. We are not informed about the region where the property is located (only the country is indicated), nor about the year of manufacture of the vehicle, which does not allow us to at least approximately estimate their value. By the way, we also do not know what constitutes the annual cash income: information about accounts and shares is not published at all.

Responsible comrades have repeatedly declared to society that "those who are entitled to their positions know everything about everyone."

For several years now, MK has been calculating deputies - members of the club "For those with over 100" (million rubles of annual income declared for the family) and members of the club "For those with over 800" (million rubles of annual income declared for the family ). We regret to announce, we hope, the temporary closure of the second, elite club: in 2016, according to the declarations, NOT A SINGLE deputy with his wife (husband) and small children received more than 800 million rubles, although some of its few members in the past (usually number from one to four) remained deputies. This means that their monetary incomes have decreased: such a sad conclusion we must draw. In 2015, the co-owner of the Novatek gas production company, Leonid Simanovsky, and his wife declared 940 million rubles - and in 2016, the family declared only 408 million (377 - the deputy himself, 31 - his wife). The name of Mr. Simanovsky, who has been actively and not at all virtually working in the Committee on Budget and Taxes for many years, was “lit up” in the investigations of Alexei Navalny: FBK experts claim that the deputy, together with another co-owner of Novatek, Leonid Mikhelson, was allegedly transferred several years ago 33 billion rubles to the charitable foundation "Dar" allegedly associated with Prime Minister Dmitry Medvedev ...

As for the club "For those who have over 100", 26 deputy families declared their income exceeding this threshold (last year there were 27 such families). 21 families of United Russia, two - Right-wing Russians (Valery Gartung and Alexander Remezkov, and in the last convocation, Mr. Remezkov was a member of the United Russia faction), two - communists (Vladimir Blotsky and Alexander Nekrasov) and the family of LDPR member Vasily Tarasyuk. The richest, along with Mr. Palkin, can be considered the family of the co-owner of the largest St. Petersburg construction holding, Alexander Nekrasov (651 million in total income, of which the deputy’s contribution is only 5 million rubles) and the lonely United Russia Nikolai Bortsov (605 million rubles).

It is noteworthy that among the members of this club there are neither vice-speakers, nor faction leaders, nor heads of committees or commissions. Deputies and first deputies of the heads of committees - this is the career line that for some reason they fail to cross. Maybe because they don't want to? Indeed, why would they...

The question remains open as to why many of them are deputies at all.

The name of Nikolai Bortsov allows you to smoothly move on to another topic, which from year to year becomes the object of our attention: what does the list of the richest people in the world and Russia look like according to Forbes magazine in the parliamentary context.

In recent years, there has been a steady decline in the number of "Forbes" on Okhotny Ryad.
