Automatic creation of charge calculation

From the menu item "Pay calculation" you can perform automatic generation of calculations:

Create corrective calculation - automatic creation of a corrective calculation, with copying of all data from the calculation for which the adjustment is added

Create a calculation from an existing one - automatic creation of a calculation with substitution of values ​​from the specified calculation

In the "Settings" menu, you can specify that when automatically creating a fee calculation, a separate calculation is created for waste that is used / neutralized under the organization's OKATO. If the checkbox is not checked, then waste for which the data in the Register in the limit is not indicated in the tables "Disposal at own facilities" / "Transfer for disposal" are transferred to the calculation of waste that is transferred for disposal with zero limits.

When you select the "Create calculation" menu item, a form for entering the calculation parameters opens:

In the form, you must specify the year, select the period (year, quarter or fee forecast), specify the payer for which the calculation is created and the Rosprirodnadzor body in which the calculation should be transferred.

When you click on the "Create" button, a calculation is generated based on the data entered in the register (documents and objects of the selected payer, taking into account OKATO, related to the Rosprirodnadzor body).

If the calculation is created, an informational message is displayed:

This error means that the calculation already exists with the specified parameters (year, period, payer and Rosprirodnadzor authority).

If a new calculation is created, it is highlighted on the left panel of the calculation:

When automatically creating a calculation, a calculation for emissions into the atmospheric air by mobile objects is not created, because there is no information on them in the registry.

If necessary, you can add manually and calculations for other types of negative impact.

In order to indicate the actual values ​​of the negative impact in the calculation, select a specific element of the calculation and indicate the actual impact values ​​(emissions, discharges, waste movement) in the table:

When saving the entered value (when moving to another line of the table), the amount of the fee for a specific voucher will be automatically calculated.

In addition to tabular input, it is possible to open the calculation line in a separate form:

Title sheet of the calculation

The title sheet of the fee calculation is created by clicking the "Add calculation" button or when automatically creating the calculation (it is recommended to create the calculation automatically):

The main part of the data is substituted from the payer and is not edited on the title page form.

When manually creating a calculation (by clicking on the button), the Rosprirodnadzor body is automatically substituted depending on the OKATO of the actual address of the payer (or legal, if the actual address is not specified). The body of Rosprirodnadzor can be changed. The name of the payer, phone number, TIN, KPP and officials are substituted from the register and are closed from editing.

If the "Calculation is closed" flag is set, then editing the calculation becomes impossible until the flag is cleared.

To delete a calculation (if it is not closed), select the required calculation and click

the "Delete payment calculation" button.

OKATO results

Due to the fact that the calculation of the payment for the negative impact on the environment is submitted with the division of the payment according to OKATO, it is necessary to "Add calculation of the payment according to OKATO":

Payment results are calculated automatically based on the payment results for specific types of negative impact on the environment. If necessary, you can specify the amount of benefits.

To delete OKATO totals:

Select the required OKATO in the calculation

Click the button "Delete OKATO fee calculation".

When deleting the OKATO totals, all calculation elements related to this OKATO will also be deleted.

If the calculation is closed, then deleting OKATO is impossible.

Payment for emissions from stationary facilities

Payment for emissions from stationary facilities is created by clicking the button

"Add calculation for emissions of pollutants into the atmospheric air by stationary objects" or when automatically creating a calculation:

Indicate the production area (if the calculation is not for the whole business entity) or site/workshop. The production area or site/workshop will appear for selection in the calculation even if the OKATO of the territory is specified (i.e., an entity under the subject) from the OKATO that is indicated in the “OKATO Results”.

Press the button "Substitute VO" - the tables "Permits for Emissions" (documents from the Register are pulled up) and "Emissions of pollutants" according to the data (documents) from the Register will be automatically filled. If none of the tables was filled during automatic substitution, check whether the production area or site / workshop is entered in accordance with their indication in the permit document in the register.

Refine the data in the table "Emissions of pollutants":

Add pollutants for which there is no release permit (pollutant is selected from the list of pollutants that are indicated in the payer's register or from the directory)

Enter actual emissions

If the calculation is for the economic entity as a whole, then clarify the values ​​of the additional coefficients "1.2" and "2". If the calculation is based on the production area, then the coefficients are determined automatically, depending on the characteristics of the production area.

If any changes have been made in the Register, in the emission permit, for example, new substances have been added or previously entered substances have been edited, then you can re-substitute the pollutants by clicking on "Recalculate, update pollutant" . Also, this button can be used when recalculating the fee, in case of changing the coefficients of the fee.

If the calculation for emissions of pollutants from stationary sources is carried out for the production area, then the value in the fields “add. Coef. 1.2" and "add. Coef. 2” above the table “Emission Permits” is determined automatically from the characteristics of the specified territory (you can change these characteristics in the “Register” tab in the card of the production territory itself).

If the calculation is for an economic entity as a whole, then these fields are available for editing:

Emission data can be entered both directly in the table and in the edit form (call from the pop-up menu "Edit" in the emission table or by double-clicking on a line):

On the tab "Calculation of the fee amount" you can edit the value of the actual outlier "Total". If the calculation is for an economic entity as a whole, then you can also change the values ​​of the additional coefficients "1.2" and "2". To recalculate the amount of the fee, click the "Calculate" button.

On the "Calculation of values" tab, you can control the distribution of the actual emission according to documents, standards (MAP, VVV) and overlimit:

Unauthorized release is automatically determined, which is taken into account as an overlimit:

The standard is recalculated (PDV, VSV) taking into account the period of validity of the document:

Additional coefficient 2 for specially protected natural areas - if the calculation is based on the production area, then the coefficient is determined from the characteristics of the production area in the register (characteristics from "Specially protected natural area" to "Ecological disaster zone").

An additional coefficient of 1.2 for the emission of pollutants into the atmospheric air of cities - if the calculation is based on the production area, then the coefficient is determined from the characteristics of the production area in the register (characteristic "Has a negative impact on the atmospheric air of cities").

If the calculation is for an economic entity as a whole, then the coefficient can be selected from the list of possible values

In the calculation for mobile facilities, you can specify the production area in the payment calculation.

To calculate the emission fee, the table must specify the type of fuel (selection from a list of values) and the actual fuel consumption. Types of fuel for which there was no consumption (“Actually consumed fuel” = 0) do not need to be indicated.

In one OKATO, you can specify several calculations for emissions from mobile facilities in different production areas.

When creating a calculation from the menu item "Charge calculation - Create calculation", the calculation for emissions from mobile objects is not automatically created.

Determination of the coefficients in the fee calculation:

Additional coefficient 2 for specially protected natural areas - the coefficient can be selected from the list of possible values

Payment for discharges into water bodies

The fee for discharges into water bodies is created by clicking the "Add calculation for pollutant discharges into water bodies" button or by automatically creating a calculation:

In case of overlapping validity periods, the general standard for pollutants is determined from the sum of the standards of documents, taking into account the clarification of the validity periods - the validity period of a document issued earlier is recalculated (reduced) according to the effective date of a document issued later. Recalculation is made only for pollutants, which are indicated in both documents.

If the document is not valid for the entire billing period, then:

Waste disposal fee

If the waste is placed at its own facility, then the calculation should be according to the OKATO of this facility

If the waste is transferred for use, disposal, etc., then, depending on the requirements of the territorial authority of Rosprirodnadzor, the calculation can be according to the OKATO of the payer (waste generation site), the OKATO of the organization receiving the waste, or the OKATO of the landfill, if all waste is shown in one calculation

If the waste is placed in a container and there is no information where it is exported, then, depending on the requirements of the territorial body of Rosprirodnadzor, the calculation can be according to the OKATO of the payer (the place of waste generation) or the OKATO of any landfill

When adding a fee for the disposal of production and consumption waste

In the calculation of the fee, after selecting the territory to which the limit is attached, choosing the option for waste disposal and the object itself, and clicking on "Substitute VO", the calculations are automatically filled with data from the register. The button transfers the waste that was placed at the selected facility, indicates the limit itself, in which this waste is listed and the type of industry for the Vth hazard class.

Those. if the limit is tied to a production territory, and the type of industry is indicated in the characteristic of this territory,

then it is transferred to the calculation for hazard class V waste. If the limit is for an economic entity as a whole, then the type of industry is transferred from the Register, from the Payer's card, tab "pollutants", see "Entering pollutants".

Add waste for which there is no placement limit (the waste is selected from the list of waste that is indicated in the payer's register)

Check the hazard class for waste of the V-th class, substituted by the “Substitute SR” button. If the industry type is not correct, you can select it manually. For waste of the 5th hazard class, the type of industry determines the payment standards and the inflation rate

If necessary, make changes to the limit and in the calculation click on "Recalculate, update VO" to re-transfer data with changes.

If the organization is a small or medium-sized business (indicated in the register in the "Size and number" field of the payer) and there is no limit on waste disposal, then the limit value can be indicated in the calculation itself for each waste.

In the table "Disposal of waste production and consumption" you can change the hazard class of already introduced waste, as well as - the introduction of waste with the same FKKO code, but different names and / or hazard classes.

If the calculation for waste disposal is carried out for the production area, then the value in the field "add. Coef. 2" above the "Waste Disposal Limit" table is determined automatically from the characteristics of the specified territory (you can change these characteristics in the "Registry" tab in the card of the production territory itself).

If the calculation is for an economic entity as a whole, then it is available for editing. You can also change the value of the coefficient of the location of the waste disposal facility:

By clicking the "Recalculate" button, zero values ​​remain until the technical report is entered into the module.

The need for a technical report for the limit used in the calculation is determined by the date the limit was approved (the "Date" field on the limit card for waste disposal in the register). If the date of the end of the billing period is less than the date by which the first technical report must be submitted, then the technical report is not required and is not used in this calculation.

If a limit in the calculation requires a technical report (reports), then the terms for extending the limit are determined by the dates “Extended from” and “Extended by” of the technical reports for this limit

If the date of the extension of the technical calculation is less than the end date of the billing period, then the remaining period after the extension may not be taken into account as an overlimit if less than 10 business days remain before the end of the billing period

If the calculated value does not take into account any additional factors (documented), for example, temporary suspension of the payer's activities, etc., then the calculated values ​​can be adjusted. Also in the correction mode, you can specify a limit for waste, for which only the limit of waste generation is set.

Inflation coefficient - is determined automatically depending on the date of adoption of the fee standard. For waste of the 5th hazard class, the type of industry must be specified in the calculation

Waste disposal facility location factor

If a waste disposal facility is specified in the calculation, then the coefficient is determined taking into account the characteristics of the location of the facility - if “Located within the industrial area” is selected for the facility in the register. zones" and "Is a special landfill (industrial site)”, and in the calculation the “Waste disposal” field indicates “Disposal at own facility”, then the value of the coefficient is 0.3, otherwise the value of the coefficient is 1.

If the "Waste placement" field is not specified in the calculation, then the coefficient is determined by the switches in the calculation: for the selected "Located within the industrial. zones" and "Is a special polygon (industrial site)" value is equal to 0.3, otherwise the value of the coefficient is 1.

To delete a calculation for the placement of production and consumption waste:
