Dagestanis often witness cases of false disability registration. According to unofficial data, there are several areas where entire villages of such disabled people live. These are Charodinsky, Tlyaratinsky, Tsuntinsky and other municipal districts.

According to reliable sources of "Kavkaz.Ralia", prices for fake disability vary from 200 thousand to 400 thousand rubles. At the same time, to register disability, they take money from both " healthy disabled people", and from those who have the legal right to do so.

Here's what people familiar with the situation told us. Some of them asked that their names not be used, citing the sensitivity of the topic.

“To make a pension for a year, they take 80 thousand and every year for a renewal commission another 30-40 thousand. In the fifth year, they charge 90 thousand for closing for a lifetime pension. I had to run around a lot, and my nerves were on edge, since I had to quarrel with the doctors all the time, but I went ahead he didn’t give me a penny and did it,” Omar Omarov from Makhachkala told us.

“The practice of issuing fake disability documents for healthy people dates back to the 1990s,” says the health worker. “Back then, these documents were issued directly in clinics (now a separate structure deals with this). Back then, health workers had a meager salary, so they decided to take this step and began to offer their services. I know a lot of people who were then issued a fictitious disability - they are still alive and continue to receive this money. Some, for religious reasons (realizing that this money is haram), refuse to buy a disability for themselves, but there are few such people. The absolute majority do not disdain anything and calmly pay whatever is needed to acquire the name of an unhealthy person,” says Gadzhiev.

About another fun fact one of the residents of Kaspiysk told us. He delayed his marriage until his fiancée applied for a fake disability. The motive was that, in the event of his marriage, before she applies for disability, the required amount would have to be paid to him. You won’t receive a pension based on this certificate; it’s not included in the database, but a parking license is ​easy enough. It is easy to attract a violator who has pasted a yellow sticker on the windshield or simply parked the car in a disabled space. It is enough to “punch” the car’s license plate number in the database to find out: the malingerer is not on the list of disabled people. But if a fraudster bought a disability certificate and already received permission based on it, it is almost impossible to detect the fraud.

No way out

Together with several like-minded people, she runs an online blog, “Right to Parking,” where she publishes photographs of violators whose cars are not marked with a disabled badge. THOUSANDS OF FALSE DISABLED INDIVIDUALS WITH ROSTOV CERTIFICATES ARE SCARED ACROSS THE COUNTRY

A criminal company operated, churning out fakes under the leadership of chief expert Andrei D., together with his deputy and the head of one of the branches, for seven (!) years - from 2010 to the present. Over the years, according to the FSB, ten thousand fake documents certifying the fact of disability were issued.

What did this give to those who bought them for money? It’s even hard to imagine how many bribes were received in reality, especially if we assume that the source of the transfer of money and the issuance of certificates was not only Boris K.

IT WAS BETTER FOR THOSE WHO GAVE BRIDES TO CONFESS THIS VOLUNTARILY

Meanwhile, the investigators decided to contact those who paid money for the fake through Komsomolskaya Pravda, inviting them to voluntarily admit it and avoid criminal liability:

Citizens who personally or through other persons transferred illegal monetary compensation to officials of the Main Bureau of Medical and Social Expertise in the Rostov Region are encouraged to report these facts - notes the official representative of the regional department of the Investigative Committee Galina Gagalayeva.- These applications can be submitted to us at the Investigative Committee or the FSB Directorate for the Republic of Belarus. In accordance with the note to Art. 291 of the Criminal Code of the Russian Federation, a person who gave a bribe is exempt from criminal liability if he actively contributed to the detection and investigation of a crime, or after the commission of a crime voluntarily reported to the body that has the right to initiate a criminal case about the crime committed.

In a word, if someone voluntarily confesses, he can avoid the fate of an accomplice. Otherwise... well, everything seems to be clear here.

We would like to add that the criminal case against the leadership of the Main Bureau of Medical and Social Expertise in the Rostov Region is being processed by the 2nd Department for the Investigation of Particularly Important Cases (on crimes against state power and in the economic sphere) of the ICR Directorate for the Rostov Region. Participants in the corruption group face 8 to 15 years in prison and heavy fines.

Scandals involving experts and misappropriation of disabilities keep popping up in the region. Last year, high-profile cases were considered in the Volgodonsk region. Then a local expert was caught taking bribes, who also made people disabled without thanks.

Today the Investigative Committee appealed to falsely disabled people to voluntarily confess. According to the law, this way you can avoid criminal liability. But still, the damage caused to the state will have to be compensated.
